Once in a while a county will override the default LFN
start number with an incorrect value resulting in a high file number. This
isn't caught because the LRD does not use a barcode scanner during
registration. For example San Bernardino used LFNGEN file number
1200636607260 but then registered it with the correct number 1200636007260.
This doesn't get caught until it arrives at the state. To prevent this create
a list of maximum numbers for each county and warn (or prevent) if a county
is going over their max number during LFNGEN. The max number list should
