• Residence vs Occurrence:

• Births are registered and stored in AVSS by Place of Occurrence (SiteCode).

• But many public health programs, such as MCH wish to have statistics based on County of Mother’s Residence (Field 24B or I24B on LCA).

• Access to residence reallocate data from other counties is controlled by user ID.
